Immigration debates often focus on immediate political controversies, but the consequences play out over decades. Population movements influence labour markets, housing, public services, demographics, and politics. That is why consistency matters so much. A country does not need the toughest immigration policy or the most generous immigration policy. It needs a policy that is enforceable, politically sustainable, and capable of adapting to changing circumstances. India still seems to be searching for that balance, but the framework proposed in this article is a reasonable starting point.
