Growth-weighted formula combining population and population-control performance
Alpha controls how strongly the formula rewards lower population growth. Alpha = 0 means population-only allocation. Higher alpha gives more weight to states with lower decadal population growth. The floor and ceiling prevent extreme rewards or penalties.
- Calculate exact seat quotas for every State and Union Territory.
- Assign the floor of each quota.
- Count remaining undistributed seats.
- Rank all states by fractional remainder.
- Distribute remaining seats one at a time until all seats are allocated.
